The Stagskull Man does appear to be the leader, yes. He's not seen all that much, but when he is seen there does seem to be a particular respect show to him. People get out of his way, or come to him to speak with him. He does leave with the others on occasion, with people leaving usually at dusk or dawn but it's not a guarantee they leave every day.

No children, the group appears to be made up of adults. That being said, there does appear to be older teenagers within the group. If there were anyone sick, they'd not be seen outside so that's an 'unknown'.
