Thomas plants his feet on the edge and pulls him up. His body hasn't and likely never will recover from the lead and the scurvy, but he has managed to get some of his strength back. Not enough to hold Arthur for long, but he tells himself it's more important than hauling wood, more important than anything else, to get this poor man out of the hole.
