Since Bigby is aware most of the time that's used to allow humans to gain a wolf form, rather than to turn wolves into humans..
There's a nonchalance in the explanation that seems to imply he figures Amara will easily go along with that explanation, figuring that it can't be too far out there if Amara is used to weird powers one can inherit.
