She can when she wants to be, and right now she needs the allies and the resources. Root thinks nothing of lying, cheating, stealing and betrayal when it suits her ends -- but she also doesn't get any satisfaction out of doing it to good people, and the Machine would want her to support them and their little effort at subsistence.

She can do that. Even though she expects not to fit in, not at all, she'll still do it.
