Anyone who wants to can live in the community hall. They serve food there, and there's an info board if you're interested in picking up some odd jobs here and there. You're all in one room, which doesn't work for everyone, but they do serve food there.

Otherwise, you can pick out a place no one lives in and set up there. A lot of people stay at the hall until they get their bearings, then move out.
