Huaisang's eyes widen with surprise and a little bit of alarm at being asked this. Clearly this person hasn't yet learned that Huaisang doesn't know anything and no one asks him anything or expects anything of him, even though he has recently inherited being in charge of rather a lot. "Um," he says, breath quickening worriedly. "I was just ... just thinking ... if ... everyone's going out and we don't know who's going which ways or looking at what, then maybe ten people look at one thing and nobody looks at another and somebody goes missing entirely but we don't know where they were going or what they were looking for, then maybe someone else goes there without knowing that three other people already went there to investigate but they all died because they didn't know someone went there before them ..." Because he's worried about duplicating efforts, is what he's trying to say.
