Tactics: Levi is still very much interested in questioning one of them! (He thinks they were either trying to repel or attract the Darkwalker on purpose and he'd like to hear what they have to say about that! Alllso the yawning grave thing. Explain yourselves, people.) He'd like to get Stag Man if at all possible, but anyone who's (relatively) easy to grab will do. He'll likely suggest they lay in wait for one of the Talkers hunting parties away from their home base and ambush them, or for someone who separates from the group themselves, to minimize risks to their own group.
He has been watching the Talkers base semi-regularly so he'd be familiar with their movement patterns if there are any (not the exact routes, as his attempts to follow them didn't go well, but definitely leaving/returning times, usual group size and composition, etc).
Skills: He can definitely help with the whole ambush and grabbing part because being strong and fast and a bit unconventional is basically his whole thing. He's good at being sneaky and surprise attacks as well. He has also interrogated/tortured a person at least once before, and he'd be willing to try that as well if nicer methods don't work, though he also knows when it's pointless to go on and would avoid cruelty for the sake of it. (E.g. there's a quote from him after seeing someone with all their nails ripped out, "People who talk, talk after one". So if they don't, he probably wouldn't keep trying).
Locations: He would suggest places in Lakeside to keep them -- quite possibly the Hydrodam, or one of the empty cabins far away from the Talkers base -- and would ICly need to be convinced and/or outvoted (he'd respect democracy in this case) to agree to keep the hostage in Milton.
His argument is that they should always consider the worst outcome, and not have them in a place that could have catastrophic consequences if attacked by an angry mob of Talkers as revenge, aka not in a place full of civilians. "Don't shit where you eat" basically.
If/when it's ICly decided that it has to be Milton after all, he'll begrudgingly suggest locations that are not smack dab in the middle of town at least - such as the gas station, the farm, or the church.
Other notes: In the event of a fallout with the rest of the community that expressed opposition to this plan, he would most likely claim full blame for it in an attempt to (partially) absolve whoever else was going with (unless an NPC wishes to take the wheel...) as he's a military captain and therefore sees the other people involved as his responsibility.
