But everything is different now. We owe no more duty, therefore we could do anything we would want to do here.

But that's a whole other talk, probably, so he focuses on this part of it. Though none of it is... easy for him to discuss. None of this is pleasant business. ]
I suppose I don't see much in the way of a... "future" for me. This place is... Whatever it is, I am little more than a ghost.

[ Granted, maybe not the greater population of Milton, since some people seem to very much have been taken to this place alive, or at least not from a clearly doomed expedition..
But all of them? It's clear none of them were going to return from that expedition alive once everything went south. ]
Do you mean to imply all of us should not seek any pleasure in our existence here? [ Maybe it's a little mean, using this against Little, when Billy knows so well that the other is way too much of a wet dog to impose that strict standard onto other people when he puts it like that.
But sometimes you have to use some underhanded techniques to prove a point to someone. It's for his own good.. ]

Edward's eyes drop, some quick attempt to hide the ache in them, but he's visibly mournful nonetheless. It's a question that needs no answer, for he knows all of the men know it. They are all ghosts.
His eyes stay down as Gibson continues, taking some time to process the thought. Finally he responds, voice quiet and soft. ]
No— if you and the others wish to seek pleasure, to make lives... to live, I hope that you do. You deserve that, William.
[ His eyes finally look back up to the other man's. He knows all of them carry... heaviness. All of them have done things that cannot be undone, and all of them had their reasons for it. He does not fault or blame any of them.
But he will always fault and blame himself for what he'd done. He was responsible for those men, and he betrayed them. Betrayed the captain himself. ]
But I do not deserve it. It is all right, I have made peace with it. I am here only to support and protect the people of this place. That is my duty now.

Not that Billy thinks it makes him undeserving of pleasure, or of a second chance at life. He doesn't really regret a thing. But what could the other man possibly imagine he did worse than that to not deserve it in comparison? ]
And what is the reason you do not deserve it?
[ Well, it's not like he can't imagine it, knowing what the lieutenants individually are like after spending years around them. ]
Simply due to the fact you made some bad decisions? [ Especially near the end there. Hell, if Little had been a little more competent, there's no way the mutiny would have succeeded.. Even Billy knows that.. Hell, he's the one who told Hickey what the lieutenants were like in the first place.
And yes, especially the next part is being more bold than he usually is, but.. you know. It's fine.
It's just a meme, that's where you can say the stuff you usually can't!!] You do realise we never would have been in this position if not for people like Sir John and our Captain making terrible decisions that started the downward spiral in the first place?
