Tobi is also pretty great at breaking into things, and has been scavenging around town trying to find the requisite parts to build a shishkebab because he's insane from a discount retrofuture mad max version of the world, so if Eddie going a lil apeshit as a treat involves some hoodlum behaviour he can super enable that

omg...so, i think these two should meet in general, even if eddie doesn't go apeshit (but he's absolutely going apeshit at some point). weird weapon? mad max world? fellow hoodlum behavior? there are some DEFINITE vibes there i would be interested in playing off of.
